Texas Compassionate Use Program qualifying conditions

What changed with HB 46 in 2025
For years Texas's program was one of the most restrictive in the country. House Bill 46, effective September 1, 2025, expanded it significantly - adding chronic pain, traumatic brain injury, Crohn's disease and other IBD, and terminal/hospice conditions, allowing new product forms (including approved non-smoked inhalation), and increasing the number of licensed dispensaries from 3 to 15. Chronic pain in particular opens the program to far more patients.
